with lostech i doubt that a planet consumes more Energy per planet than earth does.
the entire civilised universe would have to have 100000 Planets of earth scale energy consumption to reach this level.

BT's fusion rockets are fantastic. A typical 100-ton aerospace fighter generates as much energy to create its fusion torch as the electrical generation capacity of 2018 USA. A smallcraft in strategic fuel mode probably generates more power than modern Earth, while a modest DropShip like a Mule would generate hundreds of times as much energy as Earth.

So, you're probably looking at easily a Type I, or a fraction beyond it. Definitely way, way short of a Type II.
