Contest #3 will require a design with a maximum cost of 11 million C-bills. Being slightly over (you can define "slightly" in any manner you wish) is allowed, but the judges will take that into account when rating your mech.

It may be either an Inner Sphere or Clan mech, and there is no limitation as to what its primary role could be.

Any tech considered "tournament legal" is allowed.

Obviously cost is an issue.

Deadline for entries is 2359 EDT on 2 April 2011.

The Jester is a New Federated Suns Heavy Scout 'Mech which also can double for a Scout hunter / close in Brawler / Spotter. A electronic marvel some critics are already calling it the "Charger II", only time will tell.

==Overview:==
some strategists want to fill up the ranks as fast and as easy as possible by
building cheap weaponsystems en masse.
others want to concentrate on shiny high quality weaponsystems that are as
strong as possible, but also expensive, and could only be built in small
numbers.
the best way however seems to be a mediocre weaponsystem for a decent price,
that can be built in decent numbers, but also can make a difference on a one
by one basis. not low price, not high power but effectivity and effectivity
again is what decides battles and wars. this is the philosophy behind the
KISS(Keep It Simple and Solid).
to acheave its goal best the KISS has a combination between energy and
balistic weapons, so it can fire all weapons but one medium laser without
building up heat, and when it has used up its ammo it can fire all energy
weapons all the time without breaking a sweat.
it has ammo for 20 salvos, so even inexperienced warriors have a chance of
hitting something, 
19 tons of standard armor give it a decent level of protection.
the choice of ERLL over ERPPCs gives it a slight but usefull advantage in
range.

over all the KISS is able to fill the ranks of the toumans of all clans that
own its blueprints without using any of the powerfull but limited technologys
endo-steel or ferro fibrous armor, XL engines or OMNI-technology. this way the
KISS-production does not lower the output of the powerfull OMNIs.

its drawback is that the KISS is rather slow. its strength is obviously the
defense of static positions, when moving fast is not needed.

because it is inferior to OMNI-mechs the KISS is mainly found in second line
units, and some say its its main value that it frees more valuable mechs for
frontline units. 
in some cases however it proved its value when second line/garrison units that
were equipped with it found themselves under attack. 
in that case the tendency of clan(and some non-clan-) pilots to underestimate
non-OMNIs usually lasted just long enough for the attackers to find out the
hard way.

==Overview:==
In light of the tendancy of Inner Sphere forces to disregard zelbrigin, a need
was brought to light for a fast anti-recon platform capable of destroying
anything currently deployed or on the drawing boards of the inner sphere.

The Clans have always been derisive of the Innersphere's reporting names for
their designs, beliving that the failure of the innersphere to lern their true
names was a slap in the face. In an interestingly ironic sense of turn-about
being fair play the Ghost bears chose to name their new design the
"Dragonfly", the reporting name for their own "Viper" mech. Amusingly, the
"Viper" name was assigned to the "Black Python" mech used primarily by Clan
Steel Viper.

The whole situation was quibbed by a historian assigned to AFFS intel as being
a "Monty Python", though this writer is unaware of such a snake.

==Capabilities:==
The main asset of a recon unit is speed. The dragonfly is designed to remove
that advantage from enemy recon units. Clan ER Medium lasers hit almost as
hard and as far as inner sphere large lasers. a pair of them is a credible
threat to the limbs of most the lighter (and faster) recon units. The SRM
launcher augment the firepower and allow for credible damage spreads against
larger and slower recon mechs.

The Dragonfly showcases the improved Jumpjets and Extralight Gyro that will
likely promote even faster mechs, furthering the war between recon and counter
recon.

==Variants:==
Reports exist of partial wing Dragonfly mechs, Others have reported SRM-4's
being replaced with LRM-5 launchers.

==Deployment==
PGC units bordering the innersphere have all been issued at least one or two
of the design. It is proving popular with warriors looking to make a name for
themselves with flashy kills.

==Overview:==
     Construction of the Warhammer BattleMech, which was designed primarily as
an assault 'Mech, began in 2515 and continued up until after the fall of the
Inner Sphere.  Throughout its history the same basic chassis has seen dozens
of variants.  

The Warhammer has an unquestioned history of reliable service.  When the MDF
decided to standardize its battlemech forces, the Warhammer was the obvious
choice.  The WHM-10D-"XLGH" is a major upgrade of the Warhammer chassis.  No
units have been produced; at this time, it is a purely theoretical design.

With its powerful weaponry and multitude of advanced components, the XLGH
would press the limits of human Battlemech design.  Yet its overall profile is
still the same; there is no mistaking that this is a Warhammer.

How close was the scoring for this contest? If we re-added the removed ballot there would be an almost completely different top three, and if we removed almost any other ballot the list would change wildly also. On a 1-80 point scale the difference between the first place design and last place design is just 6 points.
