Okay I was playing around with things and I took what I thought was a similar approach on these...but it turns out not to be the case, so I am going to go with the idea that the T2 version of the Atlas below was the rush to get the cool toys into it, send out to fight the Terran's enemies and then later once they figured out that they could build it for less and still get it similar firepower the standard 7T comes into play. Comments welcome:

What is your timeline on this? You said "fight the Terran's enemies" or something like that, does that mean first SL?

Anyway, I like the first, flawed design as either "try to get the toys in" like you mentioned or that one of the later components, say the DHS were not available in quantity yet, thus the building of the less then optimized design based on what you had at hand. Basically the Snakes not using DHS in the 3050s because they didn't have enough.

Either way I much prefer the second version. Sure you don't have the electronics for the missiles, but that is at least partially offset by the variety of missiles available. Swarms are just as helpful in many battles as the bolt on FCS.

For a time line, something like this could be Terran Hegemony or SL time frame if one wants it. I normally save the T designator for my New Terran Republic stuff, which over throws the yoke of the WoB and goes one the warpath against them so more an alternate Jihad Setting.

Thanks for the comments, as said I was revamping things and realized I tried to re-create the wheel with similar ideas but different outcomes.

More and more when I build my brain at least goes for the fluff perspective as opposed to the uber killing machine. Sort of the thought/reasoning in game for a build, and that's why I like your second Atlas. It does sacrifice a bit from the original, but the price savings lets you field 2 for 1 with each being say 85-90% as useful for half the cost.
