a periphery state might have to use simple weaponsystems, this is a few ideas on how they might defend themselves against a modern invader.

i think heavy rockets, like Tbolts, are not very advanced.

Well, Tbolts technically are guided missiles, but it's easy to imagine them as lower tech with simple guidance systems such as SACLOS. You could envision them as unguided rockets, but then you're starting to tread on the turf of RL's and MRM's or dumb Arrow IV's, and would need something to distinguish them.

well its cheaper to put 1 guidance System in a t-bolt than to put ten in LRMs.
i conclude that it would be most cost effective to use Tbolts if guidance is Advanced for a faction(read: expensive).
then when the weight of the tbolt10 is tenfold the weight of an Lrm the guidance/control System could weigh tenfold as well.
this allows for cheap components that are less weight-effective.
