Actually, ListEX.ocx is the control used to MODIFY the toolbar. So, if you right-click on the toolbar, or go to Options > Customize Toolbar, a screen that uses that control is displayed. If the program crashes at that time, chances are ListEX is not installed correctly. (ListEX is used for a few other things too, dependent on which program is used.)
Displaying the toolbar buttons themselves is using a standard Toolbar control, which is part of the standard Windows Common Controls (mscomctl.ocx), which includes a bunch of other controls as well. I'd expect some errors to be displayed if that control were not working.
It's possible the configuration for the toolbars got messed up, but that's pretty unlikely across multiple programs. Each program's INI has lines like:
[ToolBar]
BigScreen=ABCDZEFZGHZIJKLMNOPRSTZ
There may be other screen sizes for other screens (Elite, Regular, etc.). Anyhow, you can always rename your hvypro.ini file, which means the program will start using default values, and should certainly show some toolbar icons. If not, then it's not an INI thing (meaning you can name your renamed INI back), but apparently the OCX thing.
Assuming mscomctl.ocx is in your System32 directory, from the command line when in that directory, you can enter the line:
regsvr32 mscomctl.ocx
You should get a message saying that registration suceeded. Let me know the results, and we'll go from there.
