Say, Rick: How does HMV go about calculating it's "recommended" movement rate for hovers?

It should be the maximum movement possible with a 20% mass engine. Anything slower results in the same mass of engine, so wastes speed. Anything faster results in a heavier engine (although if that's what you want/need, fine).

But, I should imagine, at some point things get "rounded" on way or the other.
  1. You only have to add a little tonnage to make the 20% at speed x, but speed x + 1 is quite a few tons extra
  2. Speed x is about a quarter ton about the 20% line, but speed x - 1 is a ton or two below
How does program go about addressing this? :dunno:

I get what you said, but it doesn't seem "fuzzy logic" enough, somehow . . .

Let me try that, again: The program will always tell you the highest number that doesn't exceed the 20% line; It's up to the user to check how much (or little) tonnage the next speed might cost.

Correct. The most efficient (recommended) speed will result in an engine mass of up to, but no more than 20%, of the vehicle's total mass. That's my definition, anyhow. Anything slower, is wasting engine mass. Anything faster results in a larger engine mass.
