Are you running HMPro as an Administrator? I'm assuming you're using Vista or Win7, which has a habit of putting any changed files in hidden locations, and using them instead of the expected ones. Permissions to change the file are not enough. If you haven't already checked out the recommendations on my Vista/Win7 page, please do so:
