If that's not what you're referring to, please try to explain again. Hitting Submit once posts your post, so I'm not sure what Chi is saying.
If a poster is typing a reply in a thread and another poster comes along and replies while the first poster is typing, a little warning pops up after you hit submit saying that the thread has been updated (or words to that affect) and it delays your post giving the first poster a chance to change his post before posting it. If that happens the first poster would need to hit submit again to make his/her post.
